Minimum macos system requirement for 3.14.0rc1?

The release page for 3.14.0rc1 states a minimum macos version of "macOS 10.13 and later".

Installation of 3.14.0rc1 on macOS 10.13 fails for me. The installer itself states a minimum of macOS 11.

Is macOS 11 to be the new minimum version? If so, the release page seems to need updating.

Yes, looks like it, the binary has minos: 11.0:

The min version was reduced to 10.15 in #137211, so we'll use that for 3.14.0 rc2.

See comments in python/release-tools#269: some 3.12 download pages have the wrong macOS version listed. We can check the 3.12 and 3.14 binaries and update the descriptions in the tables.
