-X tlbc undocumented in 3.14 and 3.15 command line options

Windows 10 + Python 3.14 py.exe --help-xoptions lists -X tlbc, but I wonder why it's not documented at https://docs.python.org/3.14/using/cmdline.html#cmdoption-X.

Implemented in #123926 (cc @mpage) but indeed undocumented. A brief mention (noting free-threading only) would likely suffice, do you wish to open a PR?

I'm not deeply familiar with TLBC, so I believe someone more experienced could document it with more detail than me. Also can't forget PYTHON_TLBC
