Add pluggy support by default

Requirements

• Every library and application has pluggy listed as a requirement and is setup to use plugins.
• A script exists in "bin" to remove all pluggy stuff from generated project with one command.
• A script exists in "bin" to use cruft to generate a new pluggy client package for this specific package.
