border.overlaywill be removed from primer/primitives#82. In preparation for that change, this PRborder-overlaywithborder-primary. There should be no visual change since both variables use the same color..color-border-overlayutility class and updates the migration guide.This is part of https://github.com/github/design-systems/issues/1393.
