Flakly `known_issues/test-crypto-authenticated-stream` on arm

This test landed on master a couple days ago (#31734), but it's ocasianlly failing on Arm (I've seen the failure on two unrelated PRs):

#32636 - some of the ARM buildbots were offline when that PR was merged but they came back online yesterday.
