feat: add Dubnium LTS tag to 10.x, mark 11.x as latest

Now that #885 has landed, 10.x resolves to 10.13.0 which is the first official release of LTS Dubnium (nodejs/Release#382). Add dubnium codename as an alias for 10.x.

At the same time, 11.x has transitioned to current (nodejs/Release#377), which is represented in this repo and the docker hub as latest. Move latest from 10.x to 11.x.

I'm new here, so please forgive me if I've overlooked something.

Via #884 and docker-library/official-images#4986, it looks like there are cross dependencies between this project and docker-library/official-images, though at this time I'm not exactly sure how that relationship works or what the sequencing looks like.

If there's additional work that needs to be done on the official images side to add these tags, please let me know as I'm happy to tackle it.
