[All & Namespace mode] Test prompts do not trigger `extension_cli_generate` / `extension_cli_install` tool

Description:
In both Namespace mode and All tools mode, when testing prompts related to the Azure CLI, test prompts for extension_cli_generate and extension_cli_install do not trigger the expected tools., as shown below:

• Test Prompt: Create a Storage account with name <storage_account_name> using Azure CLI

• Test Prompt: List all virtual machines in my subscription using Azure CLI

• Test Prompt: Show me the details of the storage account <account_name> with Azure CLI commands

• Test Prompt: How to install azd

• Test Prompt: What is Azure Functions Core tools and how to install it

Steps to Reproduce:

1. Start mcp server in Namespace mode or All tools mode.
2. Open GitHub Copilot in VS Code and switch to Agent mode.
3. Click Refresh on the tools list, and select the MCP Server: Azure MCP.
4. Enter the test prompt.

Environment:

• OS: Windows.
• Vscode Version: 1.109.5
• GitHub Copilot Chat Version: 0.37.9
• Large Language Model: Claude Sonnet 4.5
• Azure MCP Server: 2.0.25

Expected Behavior:
These prompts can successfully trigger the expected mcp tool.

I believe if the model is already confident in what the Azure CLI syntax is then it won't use extension_cli_generate to query what the exact syntax is.
