[BUG] Foundry tool foundry_agents_list only returns Agents listed in the Classic Foundry Portal

Hi,

When calling the list agents tool (foundry_agents_list), the results only include agents visible in the Classic Foundry portal. Agents created or published via the New Foundry portal are not returned, even after publishing.

Expected behavior: The tool should return all agents regardless of which portal they were created in.

When calling the list agents tool (foundry_agents_list), the results only include agents visible in the Classic Foundry portal. Agents created or published via the New Foundry portal are not returned, even after publishing.

Reproduction Steps

Create an Agent in the New Foundry portal and use the foundry_agents_list MCP tool to list all agents.

Environment

azure-sdk/azure-mcp:2.0.0-beta.24 with --transport http, deployed in Container Apps.
