Bug: Tracers don't recognize friends

What happened?

Tracers set to change color on friends or display a dashed line don't work on friended players

What should have happened?

Tracers recognized friends and changes the appearance of the tracer line.

im unable to find any issues with tracers and friends in game, are there any specific steps to reproduce the problem?

I was testing tracers on 2b2t. Tracers showed the other player as an unknown player. After adding him to friends with ;friend add it still showed up as an unknown player. The friend command said the player was already friended after running it again.

Looks like this issue only occurs with some players and not other. Might be an issue with the friends system.
